ipv6 dns servers provided by home internet don't work causing intermittent delays.

i have one example of the slowness that is easily creatable and not intermittent.
i have the msn weather app live tile. if i open it with the t-mobile non working ipv6 dns server it takes 8 seconds, when i set ipv6 dns to cloudflare it only takes about 2 seconds.
