YouTube doesn't work on home Internet

Regular YouTube, YouTube music, Google Play. None of the three can download any content over wifi. YouTube videos play exactly 9 seconds then stop with the buffering circle. The interface loads just fine, search, everything is fine until you try to download content. Can't play videos, can't play music, can't completely download apps. It's the craziest thing.
Same issue on pixel 3a, Samsung tablet, Motorola phone.
