Unable to upgrade/purchase phone online.

Anytime I go to try and upgrade or purchase a new phone when I click check out it always gives me an error or oops, were having technical difficulties and to try again later, I have tried multiple times in the last few weeks and get the same error message every time. Does anyone have an idea of how to fix this problem?
