Hot Spot Data

Hello. So I keep getting this text message that says I'm out of hotspot data.  The thing is I NEVER EVER turn on my  hotspot and use it.

Does anyone have a clue to what is going on here?  And on top of this it says I'll have more hotspot data available on 11/06!  I get this about every month and the end of my billing cycle.

Any idea/help is appreciated.
