As Gramps mentioned, you have to change the active SIM. The active or primary SIM/eSIM is the one your device is currently using to make and receive calls. With Samsung devices, you can actually set certain contacts to always be dialed by a specific SIM regardless of which one is set to the primary. For Voicemail access, you are always going to have to switch the SIM you want to access the voicemail on to the active/primary SIM. On some devices, there is a setting to force the dialer to always ask what SIM you want to use when making a call. If your device supports it, you might want to set it to, always ask.
