iPhone wil not send an RCS message after updating to iOS 18

No problem for me on both 14 pro and new 16 pro. I can confirm:
- Messages settings has RCS enabled
- Carrier IMS status shows all three - Voice, SMS, and RCS
Doesn't look like Tmobile is the problem since Android phones have been using RCS for some time now. I think Apple is giving you the run around if it's not working.
It has been confirmed that it is the carrier. Just because Android had it for some years doesn't mean it is Apple. Case in point there are some Android phones that have had the same issue.
Confirmed by who? A friend on mine with an iPhone 12 isn't having any issues. Android users with RCS issues are carrier related. It's something with their device.
