help with mobile data

About 2 years ago I had a one plus 8t 5g, it was working fine I was able to use every app without problems but it suddenly stopped working properly. I can go on Google and look things up I can listen to music on SoundCloud and I can look things up on the map. However, I can't use Instagram, Netflix, and I can't even look at my mail it seems that I can't use most apps but I receive notifications but it will not load unless I'm connected to a wifi. The problem is I got a s23+ recently and itself still doing the same problem. I went to tmobile already, the first time they switched to a new sim card and it did not work the next time I went to tmobile they just told me I had data saver on but it's currently disabled. I'm lost and it doesn't seem tmobile knows what's wrong.

Have you tried using the MSM Tool to roll back to Android 11 to see if that resolves your issue?  Doing that will also completely wipe your device, which also eliminates any other potential issues as well.  Even a full factory reset on Android 13 after the Android 13.1 update rolls out for the T-Mobile firmware is always a good place to start if you don't want to roll back.  Every device from any manufacturer should always be factury reset in my opinion after every major OS version update (about once a year).

The OnePlus 8T+ 5G is still an awesome device.  Personally, Android 12 and continuing to 13 under OPPO ruined it.  The data issues are potentially a combination of the Intelligent Power Plan (completely useless) and apps losing their permissions from not being used.
