If the phone is blocked it's usually because the phone has been reported lost, stolen or the phone was on a plan that still owes money to the carrier.

Unfortunately you run into these issues when you buy phones from the USA market for use in foreign markets and Tmobile is unable to assist in fixing this issue since you're not a Tmobile USA customer.

This is totally different, the phones blocked are sold on the Grey market to unsuspecting customers.

The phones you want to know about are phones from a Brazilian operator  which is a different topic. If the person who blocked the phone is the primary account holder it's within their rights if the other person owes money but I'm not versed in Brazilian phone company's terms and conditions.
