phone hotspot running slow

my phones hotspot data usage reset on June 20th and it is running as if my data ran out and im only getting around 70kbps max(1.5 to 3 mbps normal). my plan has 60gb of hotspot data and i used it all before the reset and got those speeds but after it reset it acts like I'm still out of data. anyone have an idea on why because ive never had this issue.

phone is a s21 5g and i did update it recently before the reset.
