Anyone else having problem activating galaxy watch 4 as standalone?

Just spent 1 hour with tech support. They say the same thing everytime I call. That the Galaxy watch 4 Classic LTE does not support stand alone operation. Even with it's own number. Almost 2 weeks trying to get this working. and no success.
