T-Mobile branded phone won't connect to Excess Telecom SIM. It only works on Wi-fi.

I checked the IMEI and it says
No podemos confirmar que este dispositivo esté desbloqueado. Please contact the original wireless carrier for information about the device's status.
T-Mobile IS the original wireless carrier though. How do I contact them without an account since my Excess Telecom phone number isn't recognized by T-Mobile?
