If the delay is happening with the SIM in a T-Mobile phone, the issue is more likely to be network related and our folks over the phone will be able to collect specific examples from you to escalate to our engineers for further investigation.
I don't think that would cause that much of a delay. I know you said you don't have a good way to test the SIM in another device but this will ultimately be the best way to see if the issue is with the device or network.
