T-Mobile only SIM unlocks devices for its customers whose accounts and devices meet all of the SIM Unlock Policy requirements.

According to Swappa, the device has not been reported lost or stolen. You should purchase devices from your region instead of importing devices from North America that are usually SIM locked to the carrier purchased from or SIM locked to the first US carrier's SIM you put in it.
If your device has worked SIM unlocked previously and became SIM locked after an update. That means the device you purchased was jail broken, which circumvented the SIM lock until the update patched the exploit. If you can, return the device to who ever or where ever you purchased it for a refund.
