Would a TMHI SIM work in a T-Mobile mobile hotspot device?
If house power goes out, it would be good to know that the SIM would work on a mobile hotspot. Anyone tested this?

No. The TMHI SIM needs to be in the specific device it is registered to use and in the location the device is supposed to be in to work.

Yes, it works with TMHI SIM but the Netgear device is lacking many T-Mobile 5G bands

I love that you are thinking outside of the box to deal with stressful situations like power outages. The T-Mobile Internet plans and gateways have been designed to work together to create the best experience. When you try to use another device, there are many factors that can prevent smooth operation which could lead to wasted money and time and tons of frustration. If you need something to hold you over for short amount of time during a neighborhood power outage, you may try a power bank or something along those lines to keep the bare necessities going while your utility company does what they do to get things running again.
