Can DIGITS app actively direct calls from voicemail?

Here is what I want to do:

We currently have a landline office number.  I would like to convert that to a virtual cell number from which calls can be routed to other cell phones.  The office number would have an automated voicemail wherein the caller would select an option and their call would be routed to other cell phones based on their selection. (Example:  "press 1 for maintenance issues, press 2 for rental inquiries, etc...)

Can DIGITS be used in this way or is there another alternative or combination of apps to make this work?
