why is it so hard to get rebate your company offered?

I was offered a $200 rebate to change to T-Mobile home internet, I have called over 10 times and every time is the same line, you have to wait longer, or you should receive an email this week.  I don't understand these business models in place, why make people jump through hoops to get something your company offered. Hope you're not planning on getting to many referrals from me.
