AFAIK, sending text messages from the US is free to all destinations.* There are a few countries where, while roaming, it may cost something to send a text message (e.g. cruise ships, Cuba)
*Except for old PAYG plans.

You need a balance on prepaid plans for international sms.

I get message "Free Msg: Unable to send message - Message Blocking is active." despite having blocking international calls/texts turned off in my account. I have prepaid monthly $40 10GB plan with no prepaid balance. I just switched from Xfinity Mobile which allowed free international texting but needed to switch due to disconnecting my Xfinity cable service (without it they impose $25 line access which makes it financially infeasible).

Thanks! Is MMS included for the same rate as SMS?

It should be since it's counted the same even though it uses a small amount of data.
