How do I use my mobile phone while on a Royal Caribbean cruise and at ports to avoid the horror of extra fees and costs?

You should check each of the destination countries individually but most Caribbean islands (except Cuba) are Simple Choice. As for the ship, just put the phone into Airplane Mode before you board and don't take it out of Airplane Mode until your feet are on dry ground. If you are into details read the link posted above.
