t mobile usa inc are scammer

So this has been on going on account number 996942660 for 3 months where I already  paid my bill and changed my bank yet tmobile is saying  a bank I don't use and didn't use backed out of a payment,  and is trying to change me $198 again.  They refuse  to let me either talk with someone  with corporate  or executive response about my problem  to the point I had to contact the ftc,fcc, and bbb and am now forced to do this.
