Apple watch

I spent several hours waiting for an "expert" only to be told my watch can't be added to my plan with a standalone watch. After at least 30 minutes of trying, your expert claimed that my watch was locked or could not be added as a standalone. This can't be right. It is a brand new series 6 GPS + cellular. What is going on?
