connectivity problems outside the USA with apple watch ultra when its standing alone
ultra won't connect to cell towers in other countries

and it won't send a SMS when only connected to mobile cell network ,standing alone, in the US
iMessage works fine and it can update weather and etc when only connected to cell tower

The roaming partner might not support the watch in standalone on their network.

They actually did because T-Mobile tech service saw it was connected to the other countries cell towers

Just because they can see the device roaming doesn't guarantee it being fully compatible with the roaming partners network. It might be able to connect to the network while roaming but if that partner network doesn't support those devices to be able to use calling without being tethered. That might explain the issue. US Cellular domestic roaming is a good example of that. What country are you visiting?

I looked a little bit more into Apple support and there's actually three different Iwatch Ultra models and they are all working in different regions of the world.Not one, Iwatch Ultra can work all over the world.
It's nice to close that chapter but ,I still can't send SMS connected to US cell towers, and yes ,it is a Iwatch Ultra that is bought in the US for this region.

They have been optimized for use in the country of purchase, and not all models work in all countries or regions. There is no single model that supports cellular service worldwide. Band support wasn't what I was referring to. Just because a device, like an Apple Watch, is sold touting features like standalone calling, doesn't mean those features will work on every network. There are plenty of carriers out there around the world that do not support smart watches in standalone, meaning would be required to be tethered to a smartphone to work. iMessgae requires a data connection to work.
