I need T-mobile to fix my location issue

All I can suggest is to use a wired ISP.
This all stems from the misuse of IP address registration as a surrogate for geographic location. There is (AFAIK) no legal or technical reason why one should imply the other. There is nothing in the IP standards that ties an IP address to a street address.
Furthermore, T-Mobile's ISP bundles many internal IPs into a single IPv4 address via multiple NATs. It's not like my cable modem that has a unique IPv4 address. T-Mobile's ISP is more like a cellphone on steroids than a traditional cable modem.
