Ps4 can't connect to Gateway

So i actually have 2 questions, Question 1: so i'm trying to connect my PS4 to my Internet but everytime i do it times out like it cannot connect or find the connection. Is there a way to fix this? And question 2 i've noticed when i'm on youtube i cannot see comments and it's because it's on Restricted mode comes to find out i can't turn it off because of my Network that i'm on.. how can i fix that?
