I experienced the same issues with speed. The first month or so was an average of 100mbps. After that I was throttled down to the bottom of the barrel. Now I'm lucky to average 8mbps and often have no service at all.
What is very frustrating to me is that T-Mobile increases speeds initially to hook you. I left our terrestrial based service CenturyLink because of the speeds I saw. Unfortunately, I cannot go back because there are no more wire pairs to service me according to CenturyLink. Now I'm stuck with horrible service and am unscrupulous company that can't be trusted.
I went to the T-Mobile store and with photos and videos of the difference between a cell phone and my router. 208mbps on a phone versus 9 mbps on the router. Same time, same tower. They finally admitted that they couldn't do anything. They explained that home Internet has the lowest priority and it's just that simple. They suggested I try one of their myWifi devices. Basically, a portable modem that has the same priority as cell phones.
So in a nutshell, to get usable service one will have to resort to using another modem with a T-Mobile sim, preferably one that has a higher priority such as a phone or tablet as Madayekreb stated above.
