How Can T-mobile get away with Stealing & NEVER resolve issues, only promising to have a Supervisor Call back but Never Do?

Almost all of these that schedule callback are in the Philippines. If I get a call back, its nowhere near the scheduled time that is ever set. Most times its 12 hours off. The rest - just never call back and tickets are 'auto closed'.
