I just flew into Israel and got a text saying "Welcome abroad! ¡Tu plan de T-Mobile te ofrece textos y datos ilimitados a velocidades de hasta 2G sin costo adicional! Calls at 25 cents/minute"...
I'm sure I'll be charged the 25 cents per minute if I make an outgoing call, but what if someone calls me and I answer it? Will I still be charged or is that free?

you will be charged for it..if memory serves you will ALSO be charged if you receive a call and send it to voicemail.

You are charged if you receive a call on cellular. You should not be charged if you receive a call on WiFi Calling. I've been told that T-Mobile no longer charges for unanswered calls that roll over to voicemail. Not sure if I trust that but that's what I was told. Can't say about calls you reject.
BTW, It's not "2G" data. It's whatever data you get, throttled by T-Mobile to ~128 kbps.
You can go on the T-Mobile app and buy international data passes that speed up your data and give free calling.
