Can anyone explain how I can call T-Mobile many times to report a connectivity issue in a certain geographic area and there is no follow-up, no change in performance, nothing over a span exceeding 12...

Dont take it personally. Ive sent tickets over 8 years for the same. TMobile needs a lot of people or business to complain about an area, of have its hand twisted ny government in some locations. Only way beyond tech tickets are through filings with your PUC, FCC or BBB
