She needs to ensure Roaming is enabled in her devices settings. It's usually under Network Connectivity depending on the device. Searching for it regardless will find the setting. If she is under your account. You can contact Customer Care at 611 or reach out to T-Mobile through DM on Facebook or Twitter to make sure roaming is enabled on her line. If it's her account. She can reach out to T-Mobile by DM'ing T-Mobile on Facebook or Twitter if dialing 611 from her T-Mobile number does not go through.
