Can I file complaint against a customer service representative?

Customer service representative "Johnpaul" has no respect for people's time. He replies to each of my text immediately with "okay" and then disappears for the next 20 minutes before he replies with anything meaningful. Such back-and-forth has been going on for at least 10 rounds (so 200 minutes altogether) before he says "there is no solution. call tmobile customer service number."

Is there a way we can file complaint against such bad service?
