Disable personal hotspot on iPhone

I am looking to remove the personal hotspot feature on my child's phone. There is a setting on the phone to turn it off but he can just turn it back on and use it whenever. When we had Verizon we called and they placed a block that didn't allow him to even see it in settings. I tried calling T-Mobile support but they said that can't do it. Can we do the same thing with T-Mobile?
