Trouble mailing trade-in device from any Okinawa US Military bases.

You don't! There is paperwork you put in the box with your trade-in. Literally wrap it around your trade-in, bubble wrap that, put it in the box, seal up the box, copy the receiver's shipping address, put that on the box with your address, and ship it. Assurant or Asurion will inventory it as soon as it is received and that will show up when assessed in T-Mobile's system. I highly recommend insuring it and checking for signature required for delivery.
