Well, I used to use WIFI for both US and Europe calls with T-Mobile for free. It was years back. As for phone manufacturer causing the current WIFI issue, your suggestionis plausible, but not likely. On cruise ships I use ship's WIFI in airplane mode with the same model, Samsung A8+. Not a T-Mobil phone, but works in airplane mode. So likelier culprit for blocked free WIFI calls is the service provider. Based on your info I would now say that they block WIFI calling for the outside phones only. With their phones, I could still use the free WIFI on domestic calls, but no longer international.
