does T-mobile charge for international FaceTime calls?

In the past, I have turned off my cell and made calls from overseas back to the U.S. using WiFi only without being charged. I am being charged for WiFi calls during my current trip. Is T-Mobile now charging for FaceTime callas as well? If so, any other suggestions?
