Franklin Hotspot out Nationwide or BS?

I was told yesterday by T-Mobile that the hotspot device is out nationwide. Such as my Franklin T-10 which connects without internet in multiple locations to various devices.  It is not simply my zip code. Does anyone know when this issue is to be resolved?
